CROSS SECTOR PARTNERSHIP BUILDING AND COLLABORATION

We have a strong commitment to partnership working. Facilitating cross-sector collaborations, developing effective ‘change’ partnerships, securing ‘buy-in’ and empowering others to work more effectively together is a hallmark of Pentuple Consulting’s approach. This includes establishing and coordinating small community-led forums and partnerships through to complex, high performing multi-agency partnerships and ‘triple-helix’ consortia at a European level.

 

We build effective working relationships across internal and external stakeholders on complex strategic issues and policy matters. We influence and engage with colleagues, partners and customers at all levels within complex strategic planning or politically sensitive situations to achieve consensus on the need for change and secure commitment to making it happen. We facilitate the formation of partnerships for change. In doing so, we bring the right people together to achieve consensus on the need for change, secure commitment to making change happen, agree the scope, desired outcomes and time-lines for a project, ensuring things get done on the project and that it is implemented successfully;

Cross Sector Partnership Building and Collaboration

  • PMLD Parent-Carers Group: Responsible for developing a new model of collaborative working in Leicester and Leicestershire between a local community group, private sector providers and the public sector to find a solution to the lack of day opportunity services for young adults with special needs. Facilitating innovation in the design, funding and delivery of services and support in the health and social care sector; involving business case preparation, market testing and joint venture arrangement for the delivery of a unique day service in Leicestershire for young adults with profound and multiple learning disabilities (with PMLD Parent-Carers Group, 2017 - on going).

 

  • Public Sector Development Partnerships: Responsible for facilitating the establishment of public sector development partnerships in Bicester and Belfast between local authorities, public health authorities, healthcare providers and SMEs for the implementation of the Urban Healthy Living Project (in collaboration with Geospatial Insight Ltd, Redshift Associates Ltd, 2018-2019).

 

  • Public Sector Development Partnership: Responsible for facilitating the establishment of a public sector development partnership in Bicester between local authorities, healthcare providers and SMEs for the implementation of the NHS Healthy New Towns Feasibility Study in Bicester, Ebbsfleet and Darlington (in collaboration with Satellite Applications Catapult/Geospatial Insight Ltd, Redshift Associates Ltd, 2017).

 

  • European Transport-Health-Environment Meta-Cluster: Responsible for coordinating the establishment of a new ‘triple-helix’ European Special Interest Group in transport-health-environment, called THE ISSUE Meta-Cluster. Involved creating a new legal association to promote industry-academia-government collaboration in promoting technology transfer and innovation in the transport and urban mobility sectors in 12 European regions (for Leicester City Council/THE ISSUE Consortium, 2015).

 

  • European Regional ‘Triple-Helix’ Consortium: Responsible for establishing and managing a highly successful European consortium of regional ‘triple-helix’ research-driven clusters to deliver THE ISSUE Project, comprising over 30 partners from industry, universities and government in 12 European regions, to facilitate collaboration on new research-based/innovation-driven transport and urban mobility solutions using ICT and Satellite technologies (for Leicester City Council/Prospect Leicestershire Ltd, 2010-2015).

 

  • Employment Land Policy and Strategy Group: Responsible for initiating, establishing and chairing a sub-regional policy and strategy group on employment land, involving representatives from all the local planning authorities in Leicester and Leicestershire, with the aim of establishing a strategic approach to the future allocation and location of employment land across the sub-region, involving a coordinated approach to the preparation of all the local development frameworks in Leicester and Leicestershire with respect to employment land policy and allocations and the commissioning of employment land studies (on behalf of Leicester Shire Economic Partnership Ltd/Prospect Leicestershire Ltd, 2006-2011).

 

  • Three Universities Strategic Partnership: Responsible for establishing and managing the Three Universities Strategic Coordination Group involving the University of Leicester, Loughborough University, De Montfort University and Prospect Leicestershire Ltd to to strengthen the strategic relationship between the three universities and initiate ‘triple-helix’ collaborations with local businesses and the public sector to secure external funding and deliver joint initiatives to promote graduate entrepreneurship and enterprise, technology transfer and transport innovation (on behalf of Prospect Leicestershire Ltd, 2009-2011).

 

  • London 2012 Partnership and Steering Group: Responsible for establishing and coordinating the Inspire Leicestershire Steering Group for the 2012 Games and six Action Plan Working Groups to deliver a strategic sub-regional partnership response for Leicester and Leicestershire to London being selected as the venue for the 2012 Olympic and Paralympic Games (on behalf of Leicester Shire Economic Partnership Ltd, 2005-2010).

 

  • Chief Executives’ Reference Group and ‘One-Stop-Shop’ Relocation Support Team: Responsible for establishing and coordinating a Chief Executives Reference Group and a multi-agency Relocation Support Team for Leicester and Leicestershire to deliver a sub-regional response to the Lyons Review (2004), to secure the relocation of civil service functions from London to Leicester & Leicestershire (on behalf of Leicester Shire Economic Partnership Ltd, 2004-2010).

 

  • Public/Private Property Investment and Development Partnership: Responsible for establishing and facilitating ‘Team Leicestershire’ MIPIM Public/Private Property Investment and Development Partnership. A joint private-public sector partnership to attract investment into key property development opportunities within Leicester & Leicestershire at MIPIM in 2006, 2007 and 2008 (Cannes, France) - the world’s largest showcase for the property market (on behalf of Leicester Shire Economic Partnership Ltd, 2004-2010).

 

  • Cross-Regional Tourism and Regeneration Partnership: Responsible for establishing, chairing and leading a Cross-Regional National Forest Regeneration Partnership Board to facilitate a coordinated approach to tourism, economic development & regeneration across the National Forest in Leicestershire, Derbyshire and Staffordshire (for North West Leicestershire District Council, 2004).

 

  • Cross-Border Coalfields Regeneration Partnership: Responsible for leading on the development and programme management of multi-funded cross-border economic, environmental and community regeneration programmes for the Leicestershire and South Derbyshire Coalfield Priority Area (for North West Leicestershire District Council, 1994-2004).

 

  • Local Community-Based Regeneration Partnerships and Forums: Responsible for supporting a range of local community-based regeneration partnerships and forums (North West Leicestershire District Council 1994-2004), including:

 

  • Ashby Woulds Regeneration Forum (which won the RTPI Silver Jubilee Cup in 2001 for its partnership approach to regeneration)

 

  • Measham Development Trust

 

  • Ibstock Community Enterprise Ltd

 

  • Chair of the Leicester and South Derbyshire Coalfield Regeneration Partnership’s Development Group

  • Deputy Chair of the Leicester and South Derbyshire Coalfield Regeneration Partnership’s Executive Team
